Then kill Andy with the bugged character then in the same game, complete the Diablo Quest after you kill Andy and try Andy again. Like I said, I'm relatively certain I was getting quest drops because there was a different level of drops between Andy and Meph during the time. Andy never showing bolts, pots, etc. I could be wrong but that was my experience.
