I've played a ton already on SP 1.13d and Trang's belt just continues to elude me.
I'm really only hoping for it to drop from Baal, right?

Farm any 85-area pits, AT etc. I get like 2 TO belts a day if I farm alot.

I suppose you have a point there.
I guess what I'm asking then is if there are any other players that play offline that will sometimes trades items with others.

I've been running every 85+ area I can. 1.13c vanilla Plugy. My lev 98 lightning sorceress is at 200% MF and I've been using her LOTS. If you're seeing 2 Trang belts drop every day then I need to know your secret.

It's just rng man, but TO belt is not that rare. Lvl 98 is not that much if u are farming baal. U can be extremely unlucky in SP tho, but it's usually inefficient farming.

Assuming I started playing Diablo 2 again about 4 years ago and that I've built 3-4 builds of each class and most are above level 90... would you say I've just been very unlucky then in finding a TO belt considering I haven't seen a single one drop yet? Most of the time lately (past 6 months or so) I've had Players x set to 3. But in the past I've tried to play on Players 8 as much as possible, aside from Baal of course which I would switch back to players 3 for due to his xp cap.

baal is a bad place to mf unless you're trying to find ilvl 99 charms. a85's are much better.
rng is a funny thing. sometimes you find a bunch of rare items and can't find the more common items. just need to keep grinding.

If I'm reading you right then I'd be better off clearing out those level 85 areas completely and getting loads of drops from all the weak creatures in those areas rather than focusing on teleporting directly to chests and only killing unique groups guarding them? Would my odds improve with that strategy?

In a lvl 85 area, yes.

But kill all champ and unique packs.

Imo just do full clears tbh
