I played seismic slam before the nerf to it but havent played it since.
As I can see it now has a 8 sec cooldown, is it possible to get it down so much so you can cast them every 3-4 sec ?

It is possible but the sheer level investment it takes to become viable now just leaves it lagging behind rage vortex or bone shatter.

Should i look at cyclone then ?
