I understand most of the bonus damage to ailments or bleed scaling doesnt work but there are a decent amount of damage over time skills and with all that extra damage one could get more defensive stats.

Really? It seemed like most of them went pure CF and had tornado shot to apply it with out any bleed on hit in the skill gems or tree.
