If I craft chance to block attack damage on my armor will
I get the life on block bonus from my shield?

If it's mod "recover 3-5 % life when you block" ofc more chance to block affect that. So more chance to block = more blocks = more recover %life when you block. Just remember block chance is capped to 75% unless you have + maximum chance to block.
