Have they said when the links/gemslots will be removed from items?

I wasn't sure if this was going to happen before POE2 was released through a patch or not.

Also, what will happen with things like chromatics/jewelers/tabula rasa or have they commented on anything like that?

only fusing will be obsolete. you still roll gems with jewelers and chromes for colors and sockets.

IMO Tabula will be useless, but it will give an extra socket slot for armour (3 instead of 2) so you could have another 6 link with it. And the colors will still be white so you don't have to worry about colors.
They have not figured out what to do with items like Kaom's Heart that have no sockets as of the announcement.

They later said that there are over 2 billion items on the poe realms which will all have to be migrated to the new system ... so yeah 4.0 it will be.

lol ya Jonathan basically had an "oh fuck, i didn't think of that" moment about dealing with already socketed items full of gems

They said they've made hier tier maps monsters have more HP, maybe having those 21/20 gems early will make the difference between a build that's effective in t16s and a build who just can't do it well. Those 6 extra gems in the tabula early on are 6 extra chances to get that 21/20 on your first batch of gems, which rly isnt that bad for early league !

so imo tabula wont be as good of course, but it definitly won't be useless !

don't think you can put main skill gems together anymore within the links, the links are now from the skill gem and only support gems that support the main skill can go in, the exception is the meta support gems.
so at best it gives you one extra socket (unless you wanna fill up with support gems)

if that makes sense..

/e I think everyone will be trying to get support plus gems in any extra slots they have as they take ridiculous amounts to level up.

As in the item would only have one designated skill slot with x amount of support slots?

well it's still, for exemple, an extra arc + controlled destruction + added lighting damage + whatever support gems you wanna give a shot at +21 or /23%
