I personally would go for something useable first but it depends if you want resell value. I'm assuming your crafting to craft and not just for the item. If that's not the case, PoE.trade for a couple prefixes you want, scour suffix and multi would be a cut and dry way to get a useable item.
It's still hard to give clear cut answer when rng is a factor and limited currency. Getting the upgrade as cheap as possible and investing into other slots and revisiting the wand later if you want to continue the characeter would be my opinion. Assuming there's room to improve else where for better potential(rng) cost vs benefit ratio. Though I wouldn't disagree either if your rebuttal was you want to get the wand you want and never think about it again.
Side note, if you havnt been, aug every suffix if your looking for a certain prefix and every prefix if your looking for suffix. You can always chance the annul, getting to the regal/annul step as many times as possible with allotted currency is the goal. Aka more times you throw the dice higher chance you'll hit your number.
Some of this may not make sense just got home from work and added my quick thought .02. others may not share the same opinion.
TLDR-get something useable for cheap, invest remaining else where after and revisit wand if your still playing that character. Wouldn't disagree with going for your end game goal wand either and Investing 100% at the dice roll.
