Do u need to put skill points on those 4 +10 intel passives for the jewel to work?

Im using a long winter unique jewel.. im not sure if the jewel is getting proc'd with a extra burst from Glacial cascade

yea that's one of the threshold jewels

you dont need to put points into the +10 int

but you need to put it in a socket that has 40 int in the radius
