Vagan was so terrible before they had to give him all legion stuff.

Btw it's true Vagan isn't correct:

In Transportation Safehouses he awards Legion Splinters.
In Fortification he awards a set of chests that can be found in Legion encounters.
In Research he awards Incubators.
In Intervention he awards Legion Scarabs.

Someone on reddit made the change but the picture hue/brightness was completely broken.
