Hi

I been working on a 2 man team. Does my minion skills that grant "Minions deal 30% increased Damage" help my party members minion's ?

it does not even help all of your own minions, only the minions linked to your minion skill gem

No, and like Tommy said it needs to be linked if it's a gem.
As a mod in items like wands, it affects all your own minions.

Only YOUR Minions.

If it's a support gem, then only the minions it's linked with.
