So, im a kinda newbie to this, but....

im currently on 5/15 shaper fragments. Now waiting for a t11 elder/shaper to spawn.

But im never getting it?

Try to run the shaper maps on to let it go to t11 maps
Follow line from low to high maps

if you run maps around the tier you want thats where it will spawn assuming you have a clean atlas

this is how it looks

You can do one of two things -

1. Start running the adjacent Shaper-influenced maps to start leading the Elder towards red maps. If you do this, you will have to complete the lower tier Elder-influenced maps so he won't spawn on white/yellow maps. Keep in mind, Elder usually spawns after about 16-21 maps have influence.

2. Run all of the Elder-influenced maps to completely rid the Atlas of him. Then start chaining red maps so he spawns on a similar tier you're running, then start spreading his influence.

The 2nd option is usually quicker for me.

this however its usually better to just spawn him wherever he is an dkill him so you get a fresh atlas if you dont im pretty sure your shaper influence stays where it is
i just run my elder if he spawns somewhre i dont want
that or ignore it

Do map that u have delve mission on first, then do city square to remove some of his influence from shit tier map , then continue doing whatever map is shaped and highest tier
