I am wondering if the iLvl of an item restricts what mods you can add yourself from bench?

For example an ilvl 50 bow, can you add higher mods like +level of socketed support gems(60 or 80)

I am like 95% sure it only affects the mods you can roll and not the mods you can add to it but please let me know for sure
