Taken straight from pathofexile.gamepedia.com

Damage conversion is used by modifiers on skills, passive skills, equipment, and monsters. It comes in two main forms:

#% of [Damage Type] Converted to [Damage Type]
#% of [Damage Type] Added as [Damage Type] or Gain #% of [Damage Type] as Extra [Damage Type]

Yes, it is a conversion amulet.

probably technically they consider it conversion, even though it is not and for the purposes of trading it conversion and gain are two very different things.

Easy to see it both ways.
If you take it completely literally, then no.

but why does it matter?

I don't think anyone needs to explain anything here...
Both terms exist for a reason, they are different.

Extra damage gained =/= damage converted

If someone is hard-headed enough to decline that they should use different words to describe different mods then I don't see why anyone would want to waste their time with them.
It's kind of like saying %Damage taken from mana before life & %Damage taken gained as mana are both migitations just because they sound similar... Straight up wrong.

... though I admit this raging nerd is pretty funny to read.
