From my understanding it would mean when you generate a charge you would get 2 charges instead of 1

You don't get an always active charge. That's how it seems at least

one guy on reddit said that it's probably 1 active charge all the time, which you cannot consume though

since it's minimum 1 charge it kinda makes sense

That's how it is, confirmed by Mark on reddit.

Previously, your minimum charges was always 0. Anything that couldn't happen at 0 charges before because you couldn't lose a charge, still can't happen when you're at your new, higher minimum.

yeah.. now we need some corrupt jewels that reduce max endurance charge and there will be some max endurance charge shenanigans
