I wanted to try this for a friend once , so I sent an Email to the PoE Support on the official website , they replied that it was possible but don't really remember because my friend didn't want to wait so he bought himself;

If I remember well , they can explain you how to do this, but you need to ask em to do so (so if its a real gift you'll make it , if its for kind of rmt / jsp trade , avoid this ^^)

Ye it is possible. I gifted 2 skill mtx through GGG support to a friend. They will deduct points from your account and add mtx to your friends account.
But yeah, ZinZin is right. If you want to RMT those skins I'd not do it.
