how do i get perfect forest warrior spectre and other spectres like him... i have not played affliction league so no clue what to do

They're in ritual content now. Spec in ritual on your atlas tree or simply buy them from other players.

Also they show up randomly. Theres a chance you wont find the ones you want all league.
