what are you expecting to get? a word document explaining how it works?
cant you just see the POB and grab all the gems, passives, items from that data?

They sell you the items and send you the pob link.

ask for pob in the first place, and decide do you want to get all gems/jevels/items in it for asked price, only dont expect to get tatoos for passive points needed

you can also ask for a video or livestream to see build performance

it depends obviously

if the person is nice and selling a build to a newer player they can explain how it works or show a video
