The simple fact game boss like Queen Uber Atziri can only drop 1 Unique Vaal Axe, Vaal Mask, Vaal Gauntlets, or Sacrificial Garb prove the existence of a drop table.

- Inc. Quantity define of the amount of items dropping
- Inc. Rarity is applied after the quantity, and only to items which have a rarity, like armors or rings, and increase chances to get blue>rare>uniques

So do not believe any idiot telling you that you will get more exalts with increased rarity...
