I think the manifesto is actually pretty good.
HH needed a nerf, Self curse has been needing a nerf for forever. I am surprised it lasted this long.
Purposeful harbringer.... nuff said Other cluster jewels.... Curious to see the full numbers on this but the ones they listed all make sense.
Brands, i think they went a little overboard but i will have to play it to see and wait to see what they put on the tree for brands. I think my problem with brands is that they trivialize most fights, and they in almost all scenarios replace totems. With the new brand that shoots other skills, its basically like a spell totem that follows you. So i think changing that makes the play style more unique and in line with other skills.
Crit multi change, is good and bad. Its good in a sense that now we don't have to go crit on every build. On the other hand, it also means if you are going crit you have to focus harder on getting it everywhere. I think the old resolute technique builds, non crit totems, etc were made obsolete when they added crit multi everywhere on the tree.
I think dual wielding is still perfectly fine. The cyclone change doesn't really affect most melee cyclone builds, just nerfs everyone from playing cast while channeling to avoid stun. However its easy to get stun immune, especially with Kaoms roots on most melee.
Stun is still stupid and pointless as ever.
Vaal molten shell is used by almost all builds even without armor stacking which is stupid.
On the other hand,
2 handed weapons needed some love. It was basically pointless to use a 2 hander.
War crys needed some love. (although i likely still wont use any but enduring cry)
The Skill tree has had a lot of good reworks and additions.
Yes a nerf league for sure, but the last one was too. The only buffs they really did was archmage and the cluster jewels which broke everything.
I honestly still dont know why they dont limit voices.
