GGG can also interact with the shop 1 time, buying like 10 exs, and THEN start to log all accounts interacting with the first one they bought at, logging all transactions.

Meaning giving a shitty rare is useless because they will see and review it, it's even worse because it clearly shows it was a sneaky trade.

what if we change the approach? for example instead of trade item, we try something like "heeey man you are back to poe! heres 100 ex to help you start etc"

yes, while all others continue to do grilled rares fake trades, that is for sure better.
