If doing all content on a low budget, instantly phasing maven and sirus and fast clearing whilst still able to tank almost anything is a bad build then i guess so.

a guildie has had a lot of success with this build this league. it's kind of insane how strong it is.

I built it as max block and do ultimatums all day, still rips bosses, turns out the 30 million dps i get is sufficient.
