Which are the best improvement. Mark of the shaper and an elder influenenced ring or both elder and shaper but those aint cheap. Gives spell stune immunity as well.
base damage is 200k. In the field with arcane surge, buffs from totems, frostbomb, charges but without diamond flask damage is 374k
Pob says dps damage is 560k * 4 (got a +1 shield) = 2 mil damage
Freezing % is lower as yours but who cares t16 rares die almost instant and bosses in a few seconds.

you didnt show rest of gear im sure its all pretty high end gear
what else did you link your pulse ...
most of the stuff i have is either 10-15c tops except the armor
i went more resist and freeze as i got good damage and once your froze it spams death
also followed no ones legit build was running the ancestral warchief yrs ago and had a pulse witch
went this way after my multi warchief totem build
