The wiki can be changed by anyone. It isn't a site that's owned by GGG and mandated by them.

+1000 Evasion Rating while you have Tailwind
10% increased Effect of Tailwind on you for each Skill you've used Recently, up to 100%
It also reads like an aura. The tailwind effect on boots is only 10%.
