In 2019 SSDs finally became cheap enough to be viable for almost any/all build regardless, and the fact that PoE is such a large game with many loading screens, its a no brainer. You probably shouldnt get a 2nd HDD for large storage either anymore from a cost effectiveness pov, except in niche cases. Go for a samsung 500 or 1000 gb, cant go wrong. For PoE, id say get the m.2 variant, even.
SSD will affect other aspects outside loading screens aswell, but yeah its mainly what it will improve.
Get atleast 16gb ram imo, dont go short with 8. Ram is good for when you will have 20 tabs in your browser, spotify, trade macro, pob etc up (which u will in Path of alt tab xd).
Any mediocre mid budget gfx card will work. Get good enough cooling options (some facture models come with decent enough by default, save some $ already usually). Most modern cpu will work, too. If you go intel youll spend x $ on cooling, where as AMD ones are acceotable out of the box usually. Amd is the cheaper brand per power gain, but is left behind still by intel in pure gaming performance (except the rare case) due to stronger single core. And poe is abit clunky and would gain from intel, but on a budget id still reccomend amd. Something like the 2600!
Note that these are just a rookies opinion, based on reading reviews and own (limited) experience, not based on actual technical skill or understanding. But should be good enough advice i guess.
