Can easily do that with cyclone. Attack rating isn't really an issue tbh, as some ascendencies gives you 1000+ %global on tree. Double cospri is still viable, you just need t1 accuracy on your rings and the ascendancy.

I've played cospris with dual wield twice, once with cyclone and once with bflurry. Both worked fine

A bit of a glasscannon though since getting enough life is a bit difficult iirc
Maybe with the new inquisitor you could try going with EB+mom to be more tanky

I think mathil has like three different builds with dw cospris so you might want to check those out

thats why lycoside is so useful
