The 2 minimum power charges can't be expunged, but yeah, using a jewel rather than the wand makes a lot of sense, and then you don't even need the shield mod.

what if your minimum powercharges are your maximum powercharges?
aka, the picture, with the -1 to Maximum Power Charges jewel

you can not use your minimum power charges, probably you not loose the powercharges
but you gain a frenzy charge on reaching minimum powercharges

e/ you get 2 powercharge, and when enter area, you gain fenzy charge
this fenzy charge runs out after 10sec, and then you only have 2powercharges
after weapon-swapping, you gain a new frenzy charge
