All good answers, I did not consider quiver as the bonus or blink arrow.

I'm currently using a minion claw I crafted with bound fossil, and I am pretty sure +3bow/staff provides the most DPS.

On a staff you can roll:
+1 socketed gems
+2 fire gems
+130% minion damage
+38% cast speed
+1 int gems or +1 str (fossil crafting, extremely expensive and you need to get very lucky)

The +1int or +1str works fine since int will hit SRS and str will support empower.

With empower 4 + 21 SRS + 3 from staff and +1 extra from staff to empower, you will have a level 28 SRS.

With the vaal crafting, if you double corrupt a skin of the loyal into +1 gems and +2 duration gems, you can potentially get 28 SRS as well.

Bow:
+1 socketed gems
+2 fire gems (with essence craft)

You cannot roll the +1 int gems on the bow because you won't be able to get both +2 fire and +1 int since one requires essence craft and the other is fossil craft, but realistically the facted fossil craft is very expensive so aiming for +3 is already good enough.
