https://pathofexile.gamepedia.com/Storm_Brand
35%damage effectivniss / 0.5skill activation time = 70%damage effectivniss per sec per brand
97 to 290 base damage / 0.5 = 387base damage per sec

Storm brand only more dps, if armagadon AoE only hits 1 target, meanwhile Storm chain hits 3 targets
Armagadon brand double the dps to single target, and clusered up multitargets
