its literally the same every single league
they never allocate enough servers
part of it is because everyone is in the same 'zone' at once and usually servers are setup for various zones, but also because they dedicate a bunch of their resources to allowing people to dl the patch.
If they were smart and released the patch a week ahead of the league it wouldn't be an issue and then everyone would get a fair start at the league as well.
