it's just because the implicit is just crazy good if you stack phys damage reduction and the value only comes from that.
yours has decent mods but nothing so good that i would personally pay a premium instead of getting the cheapest base and slamming a bunch of essences on it myself.

there aren't that many vanilla mods on belt, spamming essences will get you a good result after enough attempts.
glyphic mods on the other hand don't have many tags so it's more difficult to force the one you want.

Yea, it has to be essence crafted if you want the phys dmg reduc explicit.

Don’t plan to use so rather just sell it sooner.
