considering there are legit hundreds and hundreds of options its very low chance

1/400 or so.

Thats terrible

I always buy a cheap high ilvl helm with the enchant i want and craft it myself.
The other option is to make a fast lab runner and use twice enchanteds.

Flesh offering at elder bone helmet seems very expensive, but thx for advice

Indeed, ready to slam imo spectre and flesh offering are best for bone helmet.

What about enchant fossils? Its same chance as uber lab?

Yes, but you can spam them.
