are your 4 watchstones socketed in the region you need to find watchstones? you can see which you are missing on the left putting your cursor over the watchstones slot

i put every watchstone in the right spot since the left tap show it spot here :/

put your stones in an area you still need to find one and do maps in that areas

also with 4 watchstones you need to runs maps from t14 iirc

stones dont need to go in the region they are from, they go anywhere
you need to put the appropriate number of stones in each section to spawn conquerers, it literally tells you this on the left side in the boxes.
then you need to run the appropriate tier maps for the # of watchstones you have in the zone.

if you have obtained all the watchstones from a region, you will not spawn a conqueror there until you have completed all the watchstones and have awakener level 8.

They've put it in the latest patch notes.

You can only proc the "not obtained" conquerors before you get them all.
Just hover each area and find the "not obtained" region and run maps there. Then socket all your watchstones in that region and run maps in that region at the right tier.
