Why would someone pay 10ex more for 21/20 instead of just getting 20/23?

Dont they do the same exact thing?

Is it just because 21/20 looks cooler? i dont get it

I bet it because +gems items. Therefore 21/20 iiq gem gets more quantity than 20/23

Isnt it same with 20/23 faster attacks
