Yes, they can’t be. But he isn’t trying to.
Every hit gives a power charge because of Romiras, he was already at 2 charges because of the shield implicit, so he is now full power charges. Because of this tulfall removes that 1 power charge, and gives him a frenzy charge. This frenzy charge can be used to cast Cold Snap again which will repeat this. He doesn’t have minimum frenzy charges anywhere. He is using minimum power charges to make sure he only needs 1 more to get to maximum.

if +2to minimum powercharges means you always have 2 powercharges?


why not just use the coldsnap jewel: witch allow to use powercharges
