Can anyone please explain the best way to get Mind of the Council in Betrayal league?

I've done at least 40 mins worth of searching to try and find the answer but there really isn't much of an explanation and all the threads about the item are pretty old.

From my understanding, it drops from the prophecy questlines that give Eber's Key, Yriel's Key, Volkuur's Key, and Inya's Key(?). It also drops from The Pale Court fight(?)

I'm making this post because ive done 4 pale court runs and havent seen the Mind of the Council. While buying the key pieces, i met some super China bro who in broken english tried to tell me to farm the prophecy. I cant find drop rates or any info on grinding for this helmet. Please someone shed some light and end my suffering.

Ive been mashing the f5 key on poe trade waiting for this helmet to appear but im starting to lose my sanity.

Do i need to do the entire quest chain or can i buy the last Unbearable whispers Prophecy?

Can it not drop from the council fight?

you can just do the last part of the chain with prophecy,
it does not drop from the pale council.

ok So i bought the Unbearable Whispers V prophecy and i just did a run through normal and cruel lab, but in both instances i did not see the book or inya spawn in the final treasure room.

Are you sure im able to just buy the last part of the prophecy and still trigger the quest? does the difficulty of the lab matter?

Edit: just did a merc Lab and did not proc the prophecy. Is the prophecy guaranteed or a proc / chance?

did like 4 normal labs, 2 cruel labs, 3 merc labs now and still havent seen the quest proc.

I even bought and did the entire prophecy chain just to make sure that there wasnt some completion error.

Only thing i haven't tried is uber lab but im not sure i can do it right now as im pretty squishy...

Any other ideas?

all prophs are chance, just keep spamming mercs til it pops
