Ppl wont admit it but the thing that really made d2 pvp take off was enigma. it was the great equalizer, and it made duels way more tactical and increased the skill cap a lot. So much posturing, timing namelocks around faking out, predicting, offensive and defensive play, it was truly a golden age. Nothing quite as intense as 2 people blinking around the moor trying to predict the others line of attack and intercept first. The potato servers ensured tele wasn't just an ace in the hole though via desync being viable too either via charge or wsging. Best duelers combined the two seamlessly.
D2 pvp was just as popular before enigma, enigma just gave more low skilled players a chance.
If anything it made pvp worse.
