+10 stroke penalty for missed cut, ouch

Kazium brought this to my attention via PM.

Something I had intended to put in the rules was that the maximum penalty is +10.

So people who pick players who didn't make the cut aren't better off than some of those who have players who did make the cut.

For example. I pick John Whatever who makes the cut, then goes on to shoot +20 over the weekend, while MisterFurious picks someone who missed the cut and gets the +10 penalty. In this scenario MisterFurious would have a 10 shot adavantage because he picked someone who didn't make the cut. This is something I wanted to prevent, by having a maximum score cap of +10. Let me know what you guys think, I originally wanted to have this on the first page of the rules, but it seems I forgot to include it, I was trying to figure out a way to explain it, then just totally forgot.

Makes sense to me

I just don't want someone who picked a player who missed the cut to benefit from it lol. When I run this again for the next major, I'm going to make a few rule changes to make sure this is as fair as possible. But I think it is pretty good as is.
