If i choose a smaller amount, I can do it, but nothing above ~$35.

Does your bank account/paypal account have a limit maybe?

like a withdrawal limit

No limit, and even if it did, it would not be that low...

U may need to contact u Bank & talk to the CS department or Paypals CS department

Ur bank may be restricting the transaction due to not recognizing the authorization or u may need to authorize it

Yet I can make purchases less than 35...

Small transactions don't always require authorization

For example: several of my credit cards require me to verbally authorize the transaction with a representative if the purchase is over a certain amount or an unrecognized (normal) purchase of mine

BTW... Is ur Paypal account & bank account Confirmed/verified?

Sounds like u will need to contact Paypal & check with them y ur purchase is being denied... Sorry
