I am trying to change the amount of top friends it shows in my profile but when I try it says "Sorry, you are not permitted to use that image as a personal photo as the extension isn't on the permitted list.". But, I am not using a personal photo.

Allthough I'm pretty sure you knew that already.
It's strange, because you have indeed no personal photo and even if you had, it's not located in the Change Profile Settings.

Have you tried doing it several times?

If so, try clearing your cache, log out, and try again
