If you can't access your guild with 50% then adding someone would be kind of difficult.

Other Members of the guild can have the right to add Members to the guild. (me in my guild for example.. and i am not the owner at all)
I think you should pm one of the mediators, which are involved in guild tradings, because this is quiet a specific question.

yep i also have all admin rights but my leader got 50 warn so he cant do anything anymore
