for a user who has donated $$ and has stars to transfer some of their donated $$ to another users account for stars?
like lets say someone has $500 donated, could they subtract $100 of that $500 and transfer it to another account that has $0 donated and then that account now has $100 donated?

Nope.

Yes, you can donate in part for somebody else's account. You can donate on behalf of another user via the big yellow button in the main page. As everybody else has stated though, you cannot transfer your already donated money in part for somebody else unless you donate again.
