You shouldn't need a program to enable your built in webcam. Try using a program such as Skype, or a website such as Tinychat. These applications access your webcam automatically, without the need for extra software.

On my HP there is a program called Cyberlink youcam which you need to allow the webcam to work.

I have an HP 2000.

I have an HP laptop, and this program isn't needed...

the only thing ever needed for any type of hardware to operate on any given computer is it's drivers.

you may need a program to access use of it, but it is not required to run it. if you had the know how you could write a script to be able to use it without said program, or like AnimeFTW said, websites like tinychat will access it.

Because you know how my laptop runs.

Anything requiring the webcam needs Cyberlink open.

No. I can guarantee you cyberlink is acting as a temporary driver, telling the computer how to use the webcam. It's sold as an "Effects" program.

All that is needed is a driver. Why would HP make someone buy a 3rd party software...?
