No I don't think so. That would require your skype having a permanent number, but skype uses different number to call every time

You have to buy credit online if im not mistaken and its a few cents per minute.

You can call people from Skype if you have a smart phone witht he downloadable app. Otherwise I don't believe you can call on a land line phone
