It never has been allowed. It's considered as spam (free bump)
It clearly states that it's against the rules in the Trading Rules posted at the top of the trading section.

There are no legit bumps for friends.

Why is that topic "shared"?

Imo, always the orginal creator of the thread is whom the topic should always be bumped by. Which is why shared topics aren't recommended. And usually only a way for (buddies) to get +1's.
