Are you using a router? Do you frequently disconnect from your router if you are?

Is it wirelessly connected to your computer? Is this a recent issue, or has this been happening for some time?
When was the last time you re-started your router? How many devices do you have connected to your router?

Pm me what you are trying to download, might be the server the content is hosted on, I'll try to download it and see if it does it for me. I have this problem frequently but when I try it in a few days later it works.

Well 3 rooms away with that much equipment already stealing bandwidth from your router can cause some issues for your connection. I'm leaning towards that being the issue, try downloading it on one of the other computers that is closer and see how it goes.

If he maintains a connection though to the internet a DL should only slow to some kb/s instead of completely stopping.

If he's to far away from the router it can also drop his connection from time to time.

Especially if another device closer is using up more bandwidth, they only push out so much before they cap off.
