He has to validate his account before he can use it.
Validation is done by clicking on a link he received in an email.
If he didn't receive the email, he should check the spam folder of his email inbox.

He hasn't validated his account yet, tell him to checks his email and have it validated.

the problem is maybe he didnt validate account, if he did, he needs to wait couples of mins or hour ( don't remember ) before making threads or posts. So he can read the d2jsp rules to help him getting started.
