Well normal difficulty mercs get the best gain in stats over higher levels so you can start with that

However this is an opinionated question and would be better posted in the Discussion and Guides forum for an answer with more expertise behind it

You can continue to create realm games until you find one a mercenary with your desired statistic points; Just make sure not to create the realm games too fast or you will get a RD issue.

use -15req juwel, dex items or norm difficulty mercs
