Can you have a paypal balance and use it even if you don't have a bank account linked to it?
Like people send you money and you can use it for online purchases just like a normal account with a bank linked to it.

Yes. But it will be an unverified account, so you won't be able to use it on much. Vendors usually only accept verified paypal accounts. There's also a restriction on how much you can withdraw.
