So i've heard if i share my steam acc with someone , the steam account will get locked ( interested if thats true )
Im not trying to sell it but loan it to my IRL friend so he can play the games from my steam acc on his PC
Does anyone know if this is allowed ?

I've never heard of this. Ive had friends log on their steam accounts at my house and vice versa. Never had problems. Obviously its at your own risk though.

It wouldn't make a difference besides once he attempts to login he'll be presented with a verification code that's sent to your Steam's registered e-mail, you'll give it to him to "allow access" and he'll be able to play games.

Not illegal, no law against it. It is against the ssa though, and you never know what might happen to your account if you give others access to it.
Keep in mind that your cards informations might be saved
