Alright so decided to start making youtube videos.
For example if i put in a 30 second clips of audio from lets say a lady gaga song or whatveer lets just use it as an example.
would it violate copy right laws?

No it shouldn't but I do see a lot of videos where the audio gets taken off, nothing that would get you directly in trouble though I'm sure.

just simply put in the video description that you do not own the rights to the music etc.

No, it shouldn't violate against the copy rights.
If i remember right you can manually choose songs at youtube yourself, maybe you can find Lady Gaga there as well
